The 2027 budget, based on developments reported on 31 October, is not simply a tax-cutting exercise. It appears to shift resources and risk among groups before the full framework has been made public. That is the central political issue raised by the new details.
La Repubblica reports that the bill would restore six bands for pension indexation, reducing inflation adjustments for pensions above EUR2,450 gross a month. Citing the technical report, the newspaper says some cases could lose up to EUR1,350 in a year, with a EUR14 billion effect over ten years. Those figures are attributed to the newspaper and the technical report it cites; they cannot be independently confirmed here from the full budget text.
At the same time, ANSA reports that the flat-tax threshold would rise to EUR100,000, at a stated steady-state cost of EUR300 million, while the flat-rate regime would end if income exceeds EUR115,000 during the same year. ANSA also reports the return of auxiliary Carabinieri: 600 recruits in 2027 and 1,000 annually from 2028, through a 12-month voluntary service route for people under 27.
Those policies may have legitimate aims: easing the transition as small businesses grow and increasing available personnel for the Carabinieri. But taken together, they make the claim of a budget “for everyone” inadequate. While fiscal space is offered to flat-rate taxpayers and new personnel spending is planned, reduced indexation asks pensioners above a threshold to provide part of the funding, even though that threshold does not necessarily establish a person’s overall financial position.
Economy Minister Giancarlo Giorgetti also said, according to La Repubblica, that “everyone must contribute” in response to a dispute with ABI president Antonio Patuelli. That points to banks as a possible additional source of funding, but it does not establish what levy, if any, is planned or how large it would be.
The next issue is the bill filed in Parliament. Detailed funding tables, affected groups and official simulations are needed to show whether this proposed rebalancing distributes the budget’s cost consistently.
