France’s Council of State validated the Paris police prefecture’s route for the October 31 demonstration, from Porte de Bagnolet to Porte de Charenton, and rejected the Bastille-to-Nation route sought by unions. By overturning an earlier administrative court ruling on the morning of the protest, the decision did more than settle a route dispute: it allowed the government’s security assessment to reshape the central space available for protest on the day itself.
That does not establish that restrictions are unjustified in every case. Authorities cite the risk of violence similar to incidents on October 17, and France 24 reports that 70,000 police officers and gendarmes were deployed nationally. Protecting people and preventing damage are legitimate public duties. Nor was the Paris march banned outright; it was permitted on a route in the eastern part of the city.
But that is exactly why the chosen remedy deserves scrutiny. Organisers had requested a Bastille-to-Nation route through a politically and symbolically prominent part of Paris. Replacing it at the last minute with a gate-to-gate route reduces the protest’s visibility and symbolic reach, after an administrative court had initially ruled for the unions. France 24’s live coverage also reports that the prefecture delayed formally publishing its order, complicating a legal challenge. The final ruling therefore arrived after a week of litigation and on the morning of the demonstration.
The government can argue that its large security operation responds to risk information it cannot fully disclose publicly. That case deserves weight, particularly after violence reported on October 17. Yet it cannot remove the state’s obligation to show over time that exceptional limits are targeted and proportionate, rather than becoming a routine way to move protests away from the places where they are most visible and heard.
The immediate unresolved issue is factual: will authorities publish the specific grounds for judging the Bastille-to-Nation route more dangerous than the route they approved? And will the student actions called for in the coming days bring comparable restrictions?
