Lund's proposed new energy plan is open for comments from residents, businesses and associations until 1 October 2026. It prioritises efficiency, local renewable production and a more resilient energy system. It has not yet been politically adopted; consideration is expected in early 2027.
What happened?
The municipality has sent the energy plan out for consultation and invites comments from anyone interested. The proposal groups measures into five areas: efficient transport and renewable fuels, energy-efficient buildings and operations, more local renewable energy, a robust and resilient system, and cooperation on the transition.
A core principle is to reduce demand before expanding production. The municipality mentions more efficient buildings, smarter transport and lower peak demand. For local generation, the proposal points to solar and wind power, biogas and better use of waste heat from research and industry.

Impact and significance
The municipality says energy supply has fallen by 12 per cent since 2015 despite population growth of the same magnitude. In 2023, 80 per cent of energy used was fossil-free and just over 78 per cent renewable. Emissions from energy use were 59 per cent lower than in 2010. These figures describe progress but do not mean the 2030 objective has already been achieved.
Transport still accounts for the largest share of energy-related emissions. Electricity, heat and distribution must also function through extreme weather, extended outages and other crises, making storage, preparedness and safer distribution part of the plan.
Background
Lund aims to be climate-neutral and fossil-free by 2030. The proposal also highlights the new combined heat and power plant in Örtofta, which the municipality expects to provide more district heating and local electricity from 2028. This is a forward-looking planning assumption, not capacity already delivered.
Consultation takes place before a decision. Comments received may result in changes ahead of political consideration.

Comments must reach the municipal executive office by 1 October and be labelled 'Energiplan för Lunds kommun'. The instructions ask senders to include their name, address and email. The proposal may be revised after consultation, with political approval expected in early 2027.
