Édouard Philippe rejects joining a 2027 primary: how it complicates centre-right unity

Édouard Philippe’s refusal to take part in a possible primary complicates efforts to unite France’s centre and right for 2027. The disagreement now concerns how a common candidate could be chosen before the camps have agreed on one.

On 1 November, the Le Havre mayor and Horizons candidate reaffirmed on TF1 that he did not expect a primary to happen. He called it a source of “division” and “confusion,” France 24 reported. His comments followed Gabriel Attal’s proposal, made four days earlier, for a “primary of democrats.” Attal has presented that route as a way to avoid a 2027 run-off between LFI and the National Rally, according to France 24.

The obstacle is therefore not simply personal rivalry. A primary requires prospective candidates to accept its principle, scope and outcome. Philippe rejects that instrument, arguing that candidates should build common ground rather than highlight their differences. He also said they would need to “take responsibility” in February. That points to a preference for a later political sorting-out, but does not establish that any formal withdrawal process exists.

His counterargument has force. An open or poorly defined primary can sharpen the divisions it is meant to settle. France 24 reported that Philippe contrasted people he described as continuers of Macronism with others he sees as moving toward an alliance of the right. Le Monde likewise reported that he considered the primary unlikely and of limited sense.

But the opposite difficulty remains: without an accepted process, agreement is harder to organise. Philippe has said he would not take part, while the potential rules and participants have not been established. The next question is whether the centre and right can produce a shared procedure, or another credible route to unity, by the February reference point Philippe identified.
