The government has put a reception for about 1,000 people back into Romania’s campaign for a new seat on the International Telecommunication Union Council. The decision made on Friday may serve a legitimate diplomatic objective, but it has not yet been adequately justified in public. A highly visible expense needs more than a reference to protocol practice.
The measure authorises ANCOM’s delegation to support Romania’s candidacy at the ITU Plenipotentiary Conference in Doha, scheduled for 9-27 November 2026. The government says the costs will be met from ANCOM’s 2026 budget and that the reception will follow ITU rules and customs, according to HotNews and Digi24. Representatives of other public institutions, including Parliament, may also join the delegation.
The key fact is the reversal. The proposal had previously been removed from the agenda of the final cabinet meeting led by former prime minister Ilie Bolojan; the new government has now approved it. HotNews reports, citing documents it says were reviewed by Cotidianul.ro, that ANCOM proposed 250,000 lei for the reception, about 250 lei per participant. That was lower than the 860,000 lei in an earlier withdrawn version. Those figures are reported claims, however, rather than a full official cost breakdown published in the supplied material.
The case for the decision should not be dismissed. Romania is competing for a place in a UN body with 194 member states, and direct engagement at an international conference can have diplomatic value. A reception alone does not establish waste.
Yet the approval does not explain why a meal for roughly 1,000 guests is proportionate to the intended result, what alternatives were considered, or how the benefit will be assessed. A public clash between ANCOM vice-president Pavel Popescu and former government spokesperson Ioana Dogioiu produced mutual accusations. These are attributed allegations, not facts established by the available reporting.
The next test is whether the government publishes a verifiable cost breakdown and the criteria for selecting the delegation before the Doha conference.
