A0 North Afumați-Glina: the November 4 opening is scheduled to create a direct A3-A2 link, but its value must be assessed in operation, not by another timetable.
Transport Minister Ștefan Ovidiu Popa said on November 3, according to HotNews, that traffic on A0 North sections 3 and 4 is scheduled to open at 2pm on Wednesday, November 4. Separately, Digi24 reported the same opening plan in a statement from CNAIR director general Cristian Pistol. The Afumați-Glina stretch is about 13 km long.
According to those announcements, the route is meant to allow direct travel between the A3 Bucharest-Ploiești and A2 Bucharest-Constanța motorways without using Bucharest’s existing ring road. That is the specific promised change: a link in the bypass network is scheduled to become usable for through traffic. Authorities also say the route can offer an alternative for Bucharest-Ilfov traffic, though any reduction in congestion remains unproven.
The record still calls for caution. The opening had previously been announced for October 26 and was postponed. CNAIR said further work was needed on safety barriers and rainwater-collection systems; Pistol now says traffic is being opened only after all road-safety work was completed. HotNews reports that section 4 had been completed earlier but could not be used without the adjoining section.
The strongest case for the delay is valid: safety work should be complete before a road opens. But repeated postponements mean an announcement alone is insufficient. CNAIR and the Transport Ministry should publicly specify any initial restrictions, the connections available from opening, and the status of any remaining works.
The next test is specific: whether A0 North Afumați-Glina is actually accessible at 2pm on November 4 and provides the announced A3-A2 route without unexplained constraints. The available reporting does not establish responsibility for earlier delays or independently confirm first-day operating conditions.
