Sweden’s 21 regions cooperate through NSPL, a joint function for national coordination and planning before and during heightened preparedness and war. Region Norrbotten said on 28 October that NSPL had operated in its current form for one year, following two years as a project.
According to the region, NSPL is not a separate authority or organisation. It is a cooperative arrangement through which the regions work on preparedness and civil defence. The stated aim is to coordinate needs, develop shared solutions and give regional issues a clearer national voice.
Region Norrbotten cited a joint procurement of stretcher systems for reinforced vehicles, such as buses and trains, as one example. It said resilient medical transport is important for handling a large inflow of patients during a crisis or war, particularly in the large and strategically exposed county of Norrbotten.
The region also lists work on changes to the Health and Medical Services Act, EMT2, training and exercises, resilient communications, and healthcare staff in total defence. These are descriptions of cooperation and planning in progress. They do not establish that new measures are already in force for residents or patients.
The source was published on 28 October 2026. It says NSPL’s current organisational form was established about a year earlier, but does not provide an exact start date or a timetable for future measures.
