What happened?
Nacka and Region Stockholm signed an implementation agreement in December 2022. In February 2023, the regional transport administration specified an estimate of SEK 68.5 million, which the municipality says was at the upper end of possible levels then. Work was to be performed by the administration's framework contractor and handled as an encroachment case.
In late 2024, the municipality was told the work would be reclassified as an investment project, adding management, client and risk costs according to the transport administration. Nacka says the region's 2025 estimate consequently exceeded the 2023 level by more than 400%.

Background

Nacka says it intends to fulfil the agreement, but on the assumptions and cost estimate on which it was based.

The municipality says it will scrutinise costs allocated to Nacka and object to components it believes fall outside the original agreement. Further reporting needs the region's account, any negotiation or legal review, and a verified final allocation of costs.
