Osby Municipality has created a joint quality team for elderly care and disability support. It brings together the municipality’s medically responsible nurse, rehabilitation lead and a new social care quality coordinator. The decision is intended to provide a common structure for follow-up, patient safety and legal safeguards.
What happened?
The Health and Care Committee has decided to bring the MAS, MAR and SAS functions into one team. MAS is the medically responsible nurse, charged with quality and patient safety in municipal healthcare. MAR is responsible for the corresponding quality and safety work in rehabilitation services.
The social care quality coordinator, SAS, is a new function in Osby. Its remit covers quality, legal safeguards and good care in services governed by the Social Services Act, the Act concerning Support and Service for Persons with Certain Functional Impairments, and related legislation. The municipality names Lotta Tyrberg as MAS, Elin Lennartsson as MAR and Carina Rosenquist as SAS.

Impact and significance
For residents, the change does not open a new healthcare or social care service for applications. It is an organisational change behind the services. It may, however, affect how incidents, risks, rehabilitation and social-law quality issues are followed up and how improvement work is coordinated.
Placing the roles in one team clarifies the division of responsibility: the medical, rehabilitation and social perspectives have separate mandates but are expected to work together. The municipality’s stated aim is to strengthen both person-centred care and safe, appropriate services.
