CBA’s detention of 25 people in the Ostrołęka power plant case is a major new investigative step, but it is not evidence that any detained person is guilty.
On the morning of 4 November, the Central Anti-Corruption Bureau (CBA), acting at the prosecutor’s request, detained 25 people in connection with alleged abuses involving the Ostrołęka power plant, according to TVN24 and Polsat News. The reports attribute the information to Tomasz Siemoniak, the minister coordinating Poland’s special services.
Siemoniak said the investigation concerns matters surrounding the plant: construction of generating units, money described as wasted, and linked local-government figures and companies. That reported breadth explains why the operation matters. This is not presented as a narrow administrative dispute, but as an inquiry reaching across decisions, spending and business relationships connected with a high-profile energy project.
Yet the public material supplied so far supports only a limited set of conclusions. It confirms the reported scale of the operation and the broad direction described by a government official. It does not identify those detained, state the alleged offences, set out evidence, or report charges and court findings. Detention during an investigation is not a conviction.
The strongest reason to take the action seriously is the number of people detained and the prosecutor-directed involvement of CBA. The strongest reason for restraint is equally clear: neither report excerpt provides the case files needed to assess individual conduct. Calling all 25 people responsible for misconduct would go beyond the available evidence.
The immediate test is whether prosecutors disclose the legal basis for the detentions, any charges, and the specific decisions or transactions under scrutiny. Until then, the Ostrołęka power plant case should be understood as a consequential investigation whose alleged scope has been described, not a settled account of liability.
